Secretary of State's proposed Far East Tour
In telegrams from New York and Washington to Hong Kong, the Secretary of State has expressed his regret to the Governor and his staff that the effort which they put into the preparations for his visit to Hong Kong turned out to be in vain. Lord Carrington was no less appreciative of the efforts put in by your Department, and especially the excellent briefs.
