In preparing for Lord Carrington's

aborted visit my attention was caught by the style in which the FCO do their briefs and I am presently discussing with Hugh Ardley whether the Hong Kong Government could persuade its PASS to learn a similar discipline! Jean Chiswell, the Governor's Personal Assistant, tells me that there is some sort of manual or guide which sets out the way in which such briefs should be composed. If this is the case and if it is permitted to reveal such mysteries, I would be grateful for a copy.
