SUGGESTED OBJECTIVES

ANNEX A

HONG KONG

1.

To confirm HMG's commitment to maintaining the close constitutional, political and economic relationship between the UK and Hong Kong.

2.

To acknowledge the territory's impressive record in coping with the South East Asian refugee problem.

3.

To confirm HMG's responsibility for the defence and security of Hong Kong and to show appreciation for Garrison forces and the Police in dealing with the problem created by illegal immigrants from China.

4.

To discuss with the Governor those Hong Kong matters which the Secretary of State will wish to raise in China.

JAPAN

2.

To establish a good working relationship with the new Japanese government and in particular with the Foreign Minister, Mr Ito.

2.

To reaffirm the importance we attach to UK/Japan and EC/Japan relations and our interest in close co-operation on political as well as economic issues.

To further our commercial interests in Japan.

To meet our commitment to hold Ministerial consultations (the first since November 1978).

CHINA

1.

To continue the dialogue with the Chinese on inter- national issues established during Premier Hua Guofeng's visit last year.

This will probably concentrate on East-West relations and the global strategic balance, with particular reference to South West Asia and Indochina.

2.

To seek further Chinese understanding and co-operation over Hong Kong.

3.

To take such opportunities as may occur to further our commercial interests in China.

To discuss other bilateral issues; in particular

To press the Chinese to agree to early initiation of trunk route services London-Peking as provided for under the Air Services Agreement signed during Premier Hua's visit (if this question has not been resolved earlier).
