Lord Carrington will arrive in Peking on the morning
of 2 October. He would probably find it useful to have a
private lunch/briefing with Sir Percy Cradock before moving
into his substantive programme in the afternoon.
12.
There will be a need for two sessions of talks with
Huang Hua, one on international and the other on bilateral
issues. Call(s) on 'state leaders' would also be normal.
Sir Percy Cradock considers that we should ask for calls on
Premier Hua Guofeng, and Vice Premiers Deng Xiaoping and Zhao
Ziyang (hoping for two of them). Premier Hua and Vice
Premier Deng may well have retired from their government
positions (but retained their Party and military posts) by
October. But it would be worthwhile and courteous to ask
to call on them as the two principal protagonists on the Chinese political scene. Zhao Ziyang (who visited the UK
last year) is the coming man in the Chinese government hierarchy
and the most likely successor to Hua as Premier. The
provincial tour may well provide some opportunities for
further, informal exchanges of view, since Lord Carrington
will be accompanied by a senior representative of the Ministry
of Foreign Affairs.

Visiting Ministers normally spend about 4 days in Peking including a couple of days sightseeing. Since he presumably
saw some of the sights during his visit in 1975, Lord Carrington
may want to spend less time there. Two and a half days would probably be the minimum, leaving Peking in the evening of
4 October.

A pleasant and relaxing option would be a visit
to and lunch at the Summer Palace, or in the western hills.
Alternatives include the Great Wall/Ming Tombs, Forbidden City/
Temple of Heaven, or visits to a commune, university, school,
etc. I hope that Lord Carrington would also be ready to give
a press conference/briefing; meet EC Ambassadors;
Lady Carrington, meet the Embassy and British community.
