It would be helpful
to establish his general views on the objectives for his
visits, on the composition of his party and on his programme
so that we can begin detailed preparation.

I have assumed, but should be grateful for confirmation,
that Lord Carrington will be accompanied by Lady Carrington;
that he will be travelling by his own VC10; and that he would
wish to take journalists on a self-paying basis as for his
forthcoming Latin America tour. There would be no advantage
in taking businessmen along.

I attach, at Annex B, a suggested list of the official
delegation.

Lord Carrington will arrive in Hong Kong on the
evening of 26 September. He will have only one full working
day there, on 27 September. The Governor has suggested that he might visit the Garrison and Police, to see something of
the security forces' work in controlling illegal immigration
from China; take the opportunity of a luncheon or other occasion to give a speech about UK/Hong Kong relations; meet
