1. Lord Carrington will be visiting Hong Kong, Japan and China from late September. We need to establish our general ideas about the programme, so that we can start discussions with local governments.
2. I attach a very rough first draft of a submission seeking Lord Carrington's views, which covers the visit as a whole and the China part of it. (Sections on the specifically Japanese and Hong Kong parts of the programme, which are probably of little concern at this stage to your department and other addressees, are being drafted separately in the case of Hong Kong, when the department have had the chance to seek the Governor's views in London next week). I should be grateful for your general views on the attached draft; for any suggestions as to other questions it would be useful to have answered at this stage; and for your comments on the delegation list. Planning Staff and News Dept may also have views on the last point.
3. I should welcome a discussion, when you have had a chance to consider the draft and any issues it raises. We are under some pressure from Private Office, so I should be grateful for any comments in the course of Thursday, 10 July. The attachments to the submission are not being copied to copy addressees.
