Objectives
(i) to confirm HMG's commitment to maintaining the close
constitutional, political and economic relationship
between the UK and Hong Kong;
(ii) to acknowledge the territory's impressive record in
coping with the S.E. Asian refugee problem;
(iii) to confirm HMG's responsibility for the defence and
security of Hong Kong and to show appreciation for
Garrison forces and the Police in dealing with the pr
lems created by illegal immigration from China;
(iv) to seek final comments and briefing from the Governor
those Hong Kong subjects which the Secretary of State
will wish to discuss in China, e.g. New Territories
leases and immigration.
Programme

HKGD have consulted the Governor and sought his prelimi
nary views on the main items to be included in the programm
He has suggested that these include: a speech about UK/Hon
Kong relations, including bilateral issues with encouraging
remarks about the Hong Kong economy (this might be arranged
a public luncheon); visits to the Garrison and the Police
see something of the security forces' work in controlling
illegal immigration from China; a meeting with the Executi
Council; and a helicopter tour of Hong Kong taking in such
features as developments in the New Territories. The
Secretary of State might also meet some of the Unofficial
members of the Executive and Legislative Councils over a me
