The programme proposed by the Governor for Saturday, 27 September, seems to me a fairly heavy one given that Lord Carrington will have arrived the night before after a long and tiring flight. If the Secretary of State shares this view, we might invite the Governor to reduce the number of helicopter hops.
2 I also think it would be wise (see paragraph 7 of page 2 of the attachment to Mr Morrice's minute) to leave open for the present the form of the Secretary of State's contacts with the Police. I think that this is what Sir Murray has in mind (paragraph 2 of his telegram No 1016 at B), but we might confirm that we have got the message.
3 If the Secretary of State is content with the Governor's proposals as they are, we will send off draft A. Alternatively, we could send off the new draft B which I have attached behind.
