S VISIT TO HONG KONG: 27-29 SEPTEMBER 1980
1. To seek the Secretary of State's approval of an outline
programme for his visit to Hong Kong, a list of topics for
discussion and a list of briefs.

I recommend that the Secretary of State approve the outline
programme proposed by the Governor (Hong Kong Telegram No 1017)
and the attached list of briefs which are based on it. I submit a
draft telegram. FED concur and are submitting separately on
Japan and China.
Background and Argument
3.
The Governor has provided an explanatory commentary on the
proposed programme (Hong Kong Telegram No 1016). The Secretary
of state will have opportunities to discuss all of the important
current issues affecting Hong Kong.
These include the Defence
Costs Agreement, higher education fees in Britain for students
from Hong Kong, the new British Nationality Bill, the Multi Fibre
Arrangement and changes in local administration in Hong Kong.
There will also be opportunities for further briefing on the
Hong Kong angle to subjects which the Secretary of State will
wish to raise in Peking. These include immigration, the proposed
nuclear project in Guangdong, and the future of Hong Kong and
New Territories Leases. The Secretary of State may also wish
to seek Sir Murray MacLehose's views on the next Governor of
Hong Kong.
