SECRETARY OF STATE'S VISIT TO HONG KONG: 27-29 SEPTEMBER 1980

Problem

1. To resolve outstanding issues on the Secretary of State's

programme for his visit to Hong Kong.

Recommendation

2. I recommend that the Secretary of State agree the draft

programme, holding the police items in abeyance, and that we

resubmit on these nearer the time of the visit when we have

the Governor's up-to-date account of the situation.

Background and Argument

I submit

3. Mr Morrice, in his submission of 21 August, recommended that

the Secretary of State approve the outline programme proposed

B by the Governor (Hong Kong telegram No 1017). The Secretary of

State's and the Private Secretary's comments on it are contained

in the Private Secretary's telegram from Jeddah and take account

of the points which you added to the submission.

The Private Secretary asks you to consider whether it would

be wise for Lord Carrington to go out of his way to spend time

with the Commissioner of Police and whether there is any risk

of such a meeting rebounding against the Secretary of State in

any way. There is, of course, such a risk. However, much

will depend on the progress of current investigations in Hong

Kong.

It should be perfectly possible to defer a decision on
