SECRETARY OF STATE'S VISIT TO HONG KONG: ILLEGAL IMMIGRATION FROM CHINA
Problem
1. How to react to the Governor of Hong Kong's suggestion that he
take soundings now in Hong Kong on his proposal that he visit the
Governor of Guangdong in mid-October to discuss, inter alia,
illegal immigration from China.
Recommendation
2. I recommend that such a visit be agreed. I attach a draft

Background
3. When Mr Blaker saw the Governor on 14 July (record attached)
the Governor mentioned the posibility of his informing the

Guangdong authorities shortly before the proposed policy of returning
all illegal immigrants was implemented.
This would be to seek
Governor Xi's cooperation in a joint effort against illegals.
4. In Peking telegram No 83 to Hong Kong, Mr George suggested the
HKK3 line the Secretary of State might take on illegal immigration

when he was in Peking. The Governor then commented on this in
Hong Kong telegram Nos 1117 and 1118. In the latter, he asked for
confirmation that we had no objection to his visiting Governor Xi
shortly after the Secretary of State's visit to Peking since he
would have to start taking soundings through local channels now.
