Final. This incorporates comments by the Governor and PA.
Still in draft. Some re-ordering of the programme is necessary due to a change in departure time from Hong Kong for Tokyo on 29 September. This needs the Secretary of State's approval and I have submitted.
Still in draft. I have submitted to the Private Secretary on this since the pro- gramme needs Lady Carrington's approval.
These cover the following:

d. Other leading personalities whom the
Secretary of State is likely to meet.
a. and b. are attached in final form. We still await details of c. and d. from the Hong Kong Government Office but are prom- ised them on 15 September.

Procedural difficulties have arisen regarding the recommendation by officials, at the request of the Governor, that the Secretary of State seek exemption for the Dependent Territories. CRD have submitted to Mr Blaker on this. The brief should be finalised as soon as we have the Minister's views.
