1. Mr Hayhoe, the Under-Secretary of State for the Army, has

asked if he may sit in on the Secretary of State's meeting with

the Unofficial Members of the Executive and Legislative Councils

(UMELCO) in Hong Kong on 27 September.

Recommendation

2. I recommend that the Secretary of State agrees. I attach a

draft letter to Robert Taylor, Mr Hayhoe's Private Secretary.

Background

3. Mr Hayhoe will be in Hong Kong from about 22 September until

after the Secretary of State's departure. In early October, he

will be continuing talks with the Hong Kong Government on the new

Defence Costs Agreement. One of the subjects likely to come up

with UMELCO is defence costs. Mr Hayhoe would find it very helpful

to know at first hand what Lord Carrington says to them on the

subject.
