COMMUNICATIONS

a) Telegrams

i) A continuous watch will be manned at each post at times notified to the Post by Communications Operations Department. This will ensure that telegrams flow smoothly from Post to Post along the whole of the journey. Special arrangements are to be made with the Embassy in Peking for telegrams on the provincial tour and details of these arrangements will be given to members of the Party and interested Departments within the FCO before the party's departure.

iii) Telegrams marked for individuals should not be given any distribution without the prior consent of the person to whom the telegram is addressed.

b) Telephones

i) In all Posts the Embassy switchboard will operate on a 24 hour basis.

ii) Posts have been asked, where necessary, to provide a direct line between the Embassy and wherever the Secretary of State is staying with switch throught facilities at night to the Private Secretary.

c) Special Couriers

i)

Miss D J Pearey will be appointed Special Courier for the round trip

ii) Anyone travelling on scheduled services who finds it essential to take classified papers with them should also apply for a Special Courier's Passport.

iii) Special Couriers are asked to contact Communications Operations Department, FCO, (Mr Chapman, 233 3706). All boxes, bags and brief cases to be taken in the RAF VC10 must be entered on the waybill.

11. USEFUL TELEPHONE NUMBERS

Those known at present are shown in Appendix IV. Any other numbers of interest to the party will be issued later.

12. SECURITY

a) Confidential material will be returned to Post overnight for safekeeping b) Security instructions will be issued to each member of the delegation before leaving the United Kingdom. These should not be taken abroad.

Safehand Boxes

London office passes must not be

A suite of safehand boxes is being taken out on the RAF VC10 from RAF Brize Norton. These will be used by the Private Office in conjunction with the Embassy to enable a safehand service to be carried out during the visit of the Secretary of State. The first safehand run will be required at 0700 hours each morning and a safehand service will be kept up throughout the day.
