NB These arrangements should be read in conjunction with the advance Administrative arrangements issued on 3 September 1980.
1. The Foreign and Commonwealth Secretary (and Lady Carrington), accompanied by those at Appendix 1 will visit Hong Kong, Tokyo and China, during the period 26 September to 7 October 1980. Full dates and details are given in the outline programme at Appendix II.

PROGRAMME
This as known at present is shown at Appendix II
3. TRAVEL (See Appendix III)
a) The party will be collected in New York by an RAF VC10 task number 1193, which leaves RAF Brize Norton at 1500 hours on September 24. This VC10 then departs New York, John F Kennedy Airport at 12 noon on September 25. The arrangements for this visit and the return journey are being handled by Conference and Visists Section, FCO, in conjunction with the Ministry of Defence. Scheduled air bookings for those concerned are also being made by the Conference and Visits Section.
b)
Departure arrangements for those travelling from the United Kingdom
on the RAF VC10 will be issued later.
c) For reasons of economy, members of the delegation, where programmes allow will be expected to travel on the RAF VC10, rather than scheduled services.
4. TRAVEL DOCUMENTS AND HEALTH REQUIREMENTS
Visas are required for China and also,for those transitting the USA. details were given in the Advance Administrive instructions.
Details of requirements were given in the Advance Administrative instructions issued on 3 September and they state that no inoculations are compulsory, but that the Treasury Medical Adviser said that inoculations against cholera and TB are recommended. Anti-malaria pills should be taken for the visit to China, starting two days before
5. PERSONAL BAGGAGE
a) Those travelling in the RAF VC10 aircraft can take with them 661bs of personal baggage.
b)
The free baggage entitlement for those travelling by scheduled service is as follows:
