SECRETARY OF STATE'S VISIT TO HONG KONG: 26-29 SEPTEMBER 1980
BRIEF NO 18 : GREEN PAPER ON LOCAL ADMINISTRATION IN HONG KONG POINTS TO MAKE
1. Proposals in the Green Paper intended to provide better
coordination and responsiveness of administration at district
level, and greater participation of the residents of each district
in it.
2.
Proposals are not definitive and Hong Kong Government will
consider Urban Councillors' views very carefully.
3. I welcome these proposals and note with interest the lively
debate in Hong Kong. I know Peter Blaker will be following
developments closely.
