Federal Republic and Austrian authorities that, because of this

guarantee, visas should not be required. In April, the Germans

declined to change their visa requirement. They are unlikely to

shift because of difficulties with Lander governments.

19. Hong Kong British-passport holders do not need prior entry clear-

intending to make several journeys to UK for same purpose, e.g. on

business. Certain businessmen may now be given an entry certificate

valid for two years, recently increased from one year. This is

maximum period consistent with effective immigration control.

21. Holders of valid entry certificates virtually assured of admission

to UK and, in rare event of being refused, have immediate right of

appeal to independent authorities while still here.
