FUTURE ACTION ON DEPENDENT TERRITORIES
5. The Secretary of State, while not optimistic, has agreed that we
seek exemption in the first instance for the dependent territories for
whom we have direct responsibility. However, the Secretary of State's
view is that in practice it may be too late to try and get the new
money required for 1980/81, i.e. £4.5 million.

The Governor has suggested that a way might be found for a Hong
Kong Government contribution to the cost of a scheme. It was agreed
with him initially that this should be held in reserve while we tried
to get full home student status for Hong Kong. But it should now be
examined as a provisional arrangement for the current academic year.
7. The Governor's proposal is that HMG and the Governments of the
dependent territories should jointly subsidise first degree students
from those territories. In the case of Hong Kong, this would cost each
Government some £750,000.

Last academic year there were only nine students from these Depart-
ments studying in the UK. The number is therefore insignificant though
the principle is not.
