I discussed the visit with the Governor last week but have been waiting to propose final dates to Hong Kong until Mr Quantrill's moves were clearer. After discussion with POD it is now clear that he can stay on until the beginning of March, leaving the Department on 5 March. A successor is being proposed and there should be an overlap.

The attached draft telegram therefore suggests a stay in Hong Kong from 18 February 3 March.
If I stay there until that Monday evening I can get 10 working days after the Chinese New Year, about the minimum needed.
I should be back in London just before Mr Quantrill leaves.
He sees no problem in going ahead with planning. If you approve, however, he would be grateful to see this minute in order to give formal authority.
I have discussed with Mr Hunter in PSD.
