Morrice will be in touch with you as soon as possible about his programme in Hong Kong. Essentially, however, his purpose will be to get as broad a view as possible of the territory and to meet a wide range of people. As in my case, I am sure that it would be useful if he could get a good picture of the illegal immigration and refugee problems and meet journalists and other people outside government, as well as calling on the principal departments with which we do business.
Since time is getting on it would be helpful if you and Peking could give your views briefly by telegram on this proposal. PSD have already given contingent financial authority,
