FAMILIARISATION VISIT TO HONG KONG
1. I am delighted that the proposed dates for my visit are acceptable. I intend to arrive during the course of Monday 9 June and I shall notify you of the precise flight number and ETA as soon as I have it. I shall proceed to Peking by rail, departing Hong Kong on Sunday 22 June, changing trains at Canton for Peking and arriving in the latter on 24 June. (I shall be writing separately to Peking about arrangements there.)
2.
As regards my programme in Hong Kong, I have discussed this with Ian Orr and Patrick Williamson. In view of the fact that Dick Clift made a visit as recently as February, I suggest that I might spend some time with the 'Cinderella' departments which he was not able to visit. The following suggestions are of course subject to any alterations, additions or deletions which the Hong Kong Government wish to make:
>
(a) A day with the Police Division,
including a visit to a police station
and perhaps some time with a police patrol;
(b) A day with the Housing Department to cover
both housing and squatter control;
> (c)
Special Branch;
> (d)
Marine Department;
(e)
>
A visit to the border in order to see illegal immigration control;
(f) A call on a leading businessman, eg Trevor Bedford of Hong Kong Land;
> (g) A meeting with the Hong Kong Conservancy
Association;
(h) Call on Derek March;
> (i) Call on BCARFE;
