I have tried to telephone you several times over the last few weeks about paragraph 6 of your minute of 22 July to Mr Clift, in which you sought our guidance on the possibility of paying a familiarisation visit to Hong Kong either before or after your attendance at the Interpol Assembly at Manila in November.

There is certainly no objection from this department's point of view to your making such a visit and I am sure the Governor and the RHKPF would welcome it. However, I should like to write to Hong Kong in advance in order to give the visit our backing and shall do so once you have more precise dates. We shall also wish to brief you on the latest state of affairs regarding police matters in Hong Kong which, incidentally, is a matter which the Secretary of State will be pursuing during his own visit from 27 to 29 September.
You will, of course, need to seek separately financial authority for the Hong Kong side trip.
