Possible Duty Visit to China
We should have no objection to Patrick Williamson going to China when he is here next spring provided the visit is treated as an official one by a member of the Diplomatic Service. I say this because so far we have no policy for members of the Hong Kong Administrative Service making official familiarisation trips to China (though this has been suggested and may come about in time). Most members of the Grade may however now go privately Alan Mason's letter to you of 23 June refers - although we exclude those with access to very sensitive material (which I suspect Williamson probably has in your Department).
We may have reservations about him calling on officials
in Guangzhou but this can be sorted out later.
Since we would regard this as an FCO visit in FCO interests, I am afraid we could bear no part of the cost of the journey from here to China.
