1. I attach briefs and related telegrams etc on the following topics which you may wish to discuss with the Governor during your visit to Hong Kong:
a) Future of Hong Kong and Leases in the New Territories:
The brief for the Secretary of State's meeting with Huang Hua, FCO telegram No 865 recording what was said at the meeting, a copy of Peking telegram No 636 giving Sir P Cradock's views on how this matter might be dealt with, and a copy of Hong Kong telegram No 1265 containing the Governor's suggestions as to how you might play this in any talks with Chinese officials.
b) Immigration from China:
The brief for the Secretary of State's meeting with Huang Hua, a copy of FCO telegram No 864 recording what was said at the meeting, a copy of APS/Mr Blaker's minute of 29 July to the PS on which Lord Carrington gave his approval for the return of all illegal immigrants and a copy of Mr Morrice's submission of 11 September on which Mr Blaker said that the Governor would have to consult us on timing. I shall be submitting separately on this and action in Peking on 7 October, when we have heard from the Governor what, if anything, was said about illegal immigration at the NCNA dinner on 6 October.
c) Guangdong Nuclear Project:
The brief for the Secretary of State's meeting with Huang Hua, and a copy of FCO telegram No 864 recording what was said at the meeting.
d) Overseas Students' Fees:
The brief for the Secretary of State's visit to Hong Kong, and a copy of Mr Macrae's submission of 1 October. You may wish to get the Governor's latest views on how joint financing might work.
e) Nationality Law:
The brief for the Secretary of State's visit to Hong Kong.
f) Multi-Fibre Arrangement:
The brief for the Secretary of State's visit to Hong Kong. This subject is likely to be increasingly difficult as the renegotiations proceed in 1981. Despite the relatively relaxex pronouncements of Ministers it may be difficult
