Multi-Fibre Arrangement and other commercial questions. The MFA is obviously going to loom large during 1981. I realise that we cannot get involved in negotiation and that to an extent we are in the middle. Nevertheless, there will be important political implications if the UK and Hong Kong are following different tracks. If we are to help we need to be forewarned before problems come up. Another specific point which we may need to discuss is ECGD cover for Hong Kong projects. (Yourself, Philip Haddon-Cave, David Jeaffreson, Bill Dorward).
g) Civil Aviation. I did not concentrate on this last time.

h) Legal Matters. (John Griffiths).

j) ICAC. I would like to call on the new Commissioner.
k) BTC. I would like in addition to spend some time with
Derek March and to leave open the possibility of discussions with CLP (as well as yourselves) about the Guangdong Nuclear Project.
Other Activities
4. Seen from here the following would be useful:
i) The Police, I would like an opportunity for more of an
on-the-ground view of police work with a chance to visit a Division and local units. This would be educational for me and I hope helpful to you in displaying an interest.
ii) UMELCO and the Urban Council. I am sure I should see both.
The Urban Council were very pressing last time for me to spend longer with them. They talked about a full day, which would be too long. I do not want to go overboard with them but since the last meeting was a bit rushed it might be reasonable to spend about 2 hours with them. Subject to your views, I suggest that I should also offer to call separately on Sir S Y Cheung as Senior Unofficial.
