1. In FCO Telegram No 895 I said that I woull write about the programme for this visit. I am, of course, very much at the Governor's and your service, but I have some thoughts on which I should be grateful for your comments.

Obviously this time round I do not need the wide range of 'familiaristation' calls which I did in February. I think that it should be possible to concentrate rather more with two main objectives. The first would be to discuss a number of specific problems, mainly with officials. The second would be to continue the process of my own education about Hong Kong and at the same time to see those people and organisations who will expect to have some attention paid to them.

These look like being:
a) Illegal Immigration, including the post-'Champion'
/position.
Besides the Governor, yourself and David Wilson, I would like to talk to Bim Davies and to the Police and the Army.
b) Vietnamese Refugees. Things will probably have moved
on by late November. The Governor may by then have dis- cussed it in London but it would be very helpful to talk to you, Bim and David Wilson about next steps.
c) The Garrison, in the aftermath of the DCA renegotiation.

d) Green Paper on District Administration.

e) Overseas Students' Fees Again there may have been some
