Thank you for your letter of 21 August. We have had another look at this. I understand the difficulties at your end. At the same time there are practical problems in the present situation from our point of view. Of course, much of the initiative must lie with us but we need at least to get a clearer understanding of the machinery and contacts both for information work on behalf of the UK and for reporting to London on matters likely to be of interest here. I suggest that the best thing would be for me to discuss the matter with the Governor and yourself when I visit Hong Kong in November. I look forward to seeing you then.
