SECRETARY OF STATE FOR TRADE'S VISIT TO HONG KONG
I mentioned on the telephone that it is proposed that Mr Nott should make a speech to the Hong Kong General Chamber of Commerce covering the British economic scene, the Government's industrial and trade strategy, and how HMG sees the role of Hong Kong in the development of trade with China. I attach an initial draft for the section covering the last topic.

Our Private Office wish to see a first draft by the end of this week, after which we shall have a chance to consider the text more carefully taking into account the Secretary of State's views. I should be grateful for your preliminary reactions if possible by the end of today or failing that to Richard Hobbs in my absence tomorrow.
