You invest abroad. You accept investment. And it is not as if Hong Kong is isolated from the world's problems free to pursue industrial success without attention to other considerations. You have all the major problems of a massive population crammed into a small territory; problems made worse by the influx of boat refugees from Vietnam last year and continuing immigration from China. The way in which you maintain and improve the social services here inspite of these problems is nothing less than remarkable.
