My minute to Mr Murray of 30 January. DOT have now telegraphed (Creda 22) to BTC Hong Kong summing up the position. My letter of 1 February to Mr Boerner in the US Embassy follows "up a telephone call in which I told him of Mr Nott's press
conference. He seemed satisfied and did not raise the question of the 'dig' by Mr Nott at the Americans for going back on their bilateral agreement.

The episode underlines the trickiness of dealing with this sort of subject (especially textiles) with the press. It will be very interesting to see Hong Kong press comment on the visit as a whole.
