I have discussed with Mr Clift how we should arrange
Sir M MacLehose's programme on 11 January in the light of a
message which Sir M MacLehose sent me outlining the subjects he
wishes to discuss. For most of these it will be very useful for
the Minister of State to be involved in the discussions, and for
some of them it will be essential. We shall have to devote most
of the morning to Hong Kong affairs and I have provisionally suggested that the timetable should be re-arranged so that the Governor talks with you and me (and Mr Clift) at 1030 and that we
all move to Mr Blaker at 1130.

The Governor wishes to discuss:
Senior appointments in Hong Kong
(ii) Expansion of the Garrison (he will have seen the Defence
Secretary on 10 January)
(iii) Next steps on:-
(a) Legal and illegal immigration
(b) Leases
(c) Relations with China generally
(iv) UK/HK Air Services (because of the CAA hearing postponement
(v)
this will be nothing more than an up-date of all our information)
Parliamentary interest in Hong Kong and the connection between Hong Kong pressure groups and MPs in this country
(vi) The Hong Kong economy and implications for the public works
programme.
