1. Mr Murray's minute of 2 January attached. this morning. All the points mentioned in paragraph 3 with the exception of (iv) (Air Services) should be included in the briefing for Mr Blaker. In addition, we have to provide a brief on democracy in Hong Kong which I am preparing.
2.
Briefs for the PUS and the Secretary of State should cover:
a) Expansion of the garrison
b) Legal and Illegal Immigration
c) Leases (1997)
d) Relations with China
e) The Hong Kong economy.
Copies of these briefs should be sent to the Chief Clerk, who will also require a copy of the brief on senior appointments in Hong Kong.
3. We should submit as many briefs as possible by pm on 4 January Would Mr Quantrill please discuss at noon on that day.
