I would not wish any of the foregoing to be regarded as a firm proposal. What I have tried to do is to produce one or two ideas which might be aired when the Governor is here, to avoid kicking off on an utterly negative concept that no change is possible and so it is no good talking about change.

1. I agree that a study on these lines should be proposed. see no need for this to be kept confidential so long as the parameters of the study are carefully and clearly outlined. a statement ought to be enough to prevent the Chinese getting worried. It would also enable us to show to MPs that we were responsive.
