replies were sent to all the points they had raised.
5. Our aim in dealing with PQs about Hong Kong is to explain the
Hong Kong Government's policies on internal matters, or the British
Government's policies on matters concerning Hong Kong's external
relations. These policies are usually sound and easily defensible,
and there is therefore no difficulty in dealing with the large
numbers of questions referred to above. The Minister may, however,
wish to assure the Governor that we appreciate his problems in
dealing with visiting MPS and realise that their knowledge of Hong
Kong and their contacts there

vary considerably.
6. The growth of Parliamentary interest in Hong Kong also causes
increased pressure on more general issues such as the questions of
democratic reform of local government. This has been covered in
a separate submission.
