MR BLAKER'S MEETING WITH SIR MURRAY MACLEHOSE: 11 JANUARY

BRIEF NO.1: STEERING BRIEF

11.30 am FRIDAY

1. The Governor has told Mr Murray that he would like his dis-

cussions with Mr Blaker to cover the following topics:

(i) senior appointments in Hong Kong;

(ii) expansion of the garrison;

(iii) next steps on:

(a) the problems of immigration into Hong Kong from China;

(b) New Territories leases;

(c) relations with China generally;

(iv) London/Hong Kong air services;

(v) parliamentary interest in Hong Kong and the connection

between Hong Kong pressure groups and certain MPs;

(vi) the Hong Kong economy and implications for the public

works programme.

2. In addition, we want to discuss with the Governor the subject

of democracy in Hong Kong, partly to enable Mr Blaker to decide how

he should reply to the representations made to him by elected

members of the Hong Kong Urban Council for reforms of the Council,

and partly to enable us to respond to parliamentary interest in the

subject.

3. This makes a formidable agenda and we shall need to decide which

are the priority subjects in order to make the best use of the time

available. A separate brief has been submitted on senior staff

appointments, indicating the particular point on which Mr Blaker

might concentrate. This subject might be taken first.
