Problem
1. The Governor has written to Mr Cortazzi seeking agreement to his coming to London in November to address the General
Council of British Shipping. He also mentions that he is planning to take his annual leave from 11 July to 11 August.
Recommendation
2. I recommend that Mr Cortazzi reply along the lines of the
attached draft.
Background
3.
I know of no reasons why the Governor should not be out of Hong Kong during the periods mentioned in his letter. The visit in November will provide an opportunity to discuss with him further such matters as may be raised with him during his summer leave and enable the Governor to see those Ministers
and politicians who were not available then.
