Draft legislation under the Immigration and Registration of Persons Ordinances for consideration by the Executive Council

Announcement of new policy followed by 72-hour grace period for those already here to legalise their position by registering

Enactment of the necessary new legislation by the Legislative Council.

The essential points of the new legislation would be to rule that everybody who is required to register must carry an identity card (or equivalent form of identification) and that it is illegal to employ somebody without an identity card. Chinese found without identity cards and unable to show that they are here legally would be returned to China. We are working out an appeals procedure which will probably involve a panel of Justices of the Peace as well as officials.
