SIR MURRAY MACLEHOSE'S NOVEMBER VISIT TO LONDON

1.

You wished to discuss the arrangements for this visit. The following gives some background.

I attach the programme as arranged so far. You will see that this allows for discussions with the Secretary of State on Monday, 3 November, before which we will have a session with the Governor. Sir Murray is, in addition, seeing Mr Blaker at 3 pm on Thursday, 6 November.

Subjects for Discussion

Hong Kong Telegram No 1379 attached gives the Governor's suggestions for topics to discuss with the Secretary of State. We will prepare briefs. On Vietnamese refugees, I think the Governor and the Secretary of State may also wish to discuss whether a meeting by the former with Mr Whitelaw would be helpful.

On ECGD, I hope that it may be possible also to arrange for the Governor to speak to the Department of Industry and ECGD. *

For Mr Blaker, it will be necessary to prepare for discussion on the topics to be covered with the Secretary of State and, in addtion, on air services and on the call on Mr Blaker by Urban Councillors led by Mrs Elsie Elliott which will have taken place on 28 October. This will mean briefing on the Green Paper on District Administration.

5.

Your meeting with the Governor on the morning of 3 November will be primarily a preparation for the talks with the Secretary of State. I suggest that in addition it would be useful to cover the following points:

a) Plans for the new Hong Kong airport including possible

dealings with the Chinese.

b) Long-range contingency planning for contacts with the Chinese on the future of Hong Kong (see separate note attached).
