I suggest that it would be useful to run through the agenda for the Secretary of State, concentrating on:

a) The future of Hong Kong. In particular it would be

helpful to spell out our ideas on a contingency planning paper for the long-term,,in preparation for the Secretary of State mentioning it.

b) Nationality Legislation.

Here the main problem is the tricky one of reassurance to locally-engaged Administrative Officers. Hong Kong have promised us their views separately but the Governor may have ideas now. NTD, in consultation with MVD, are sending you notes on other points raised in Sir J Cater's letter of 20 October.

The Governor is seeing Mr Nott and ECGD and DOI officials. These meetings should give an opportunity for him to reassure them on two points:

a) the Hong Kong Government's backing for public utilities (eg the bus companies and electricity companies) and their readiness to operate the schemes of control on fares and tariffs to ensure the viability (and credit- worthiness) of these concerns.

b) his view of the long-term economic prospects for Hong

Kong, particularly in terms of demand for electric power.

ECGD need to have explained to them that although for political and commercial reasons written guarantees on these aspects are not possible, they can provide long-term cover in Hong Kong with confidence.
