SECRETARY OF STATE'S MEETING WITH THE GOVERNORTM OF HONG KONG: 5 NOVEMBER 1980 AT 10.00 AM
1. The Governor is visiting London from 2 to 11 November. Apart
from Lord Carrington, he is seeing Mr Blaker on 6 November and the
Secretary of State for Trade and Mr Adam Butler (DOI) on 11 November.
During his visit he will be speaking at a Dinner on 3 November given
by a visiting delegation from the Hong Kong General Chamber of
Commerce and will also be addressing the Annual Dinner of the General
Council of British Shipping.on 5 November.
2. The Governor has suggested that at his meeting with the Secretary
of State the following subjects should be discussed:
a) Hong Kong/China relations. This will include the question
of land leases in the New Territories and the Future of
Hong Kong (Brief No 1).
b) Immigration from China (Brief No 2).
c) The Nationality White Paper (Brief No 3).
d) Hong Kong and the increase in Overseas Students' Fees
(Brief No 4).
e) Vietnamese Refugees (Brief No 5).
SEAD are submitting separately on the question of a fresh quota for
Vietnamese refugees. On this subject therefore only Points to Make
are attached.
3. The Governor is also likely to make a general reference to
problems over ECGD cover for projects in Hong Kong (Brief No 6).
may also mention the proposed Nuclear Power Station in Guangdong
Province. FED are submitting a separate brief on this.
