a) New Territories Land Leases and Future

i) Letter from Sir E Youde to Governor (cc HMA Peking) setting

out agreed line on short-term tactics and mentioning paper on long-term (for bag 17 November 0930 - to me by 12 Novem- ber);

ii) Outline of long-term paper. First draft to me by

12 November if possible, for discussion with Mr Donald ✓ and Sir E Youde and subsequent clearance with Governor

and HMA Peking;

iii) Substantive paper. As a pointer to problems, Sir E Youde.

suggests looking up precedents for independence or handovers of colonial territories in the past. Obviously these cases are very different but some of the headaches, eg citizenship, pensions, etc, will be similar.

b) Vietnamese Refugees:

Action depends on Secretary of State's and Governor's dis- cussions with Mr Whitelaw. Probable action: draft minute from Secretary of State to Prime Minister.

c) Overseas Students' Fees:

Accelerate action on Cabinet Officer paper to Ministers.

d) Nationality White Paper:

i) Reply to Chief Secretary from Mr Donald, including any

substantive points on the new legislation and reference to:

ii) problem of locally-engaged Administrative Officers. This

requires two types of action. First, we must reply to EP Ho's letter. This wll have to make clear that British citizenship for locally-engaged people is not on but should if possible contain some kind of reassurance. This would serve too as a reply by Ministers if they are approached personally or in Parliament. For this discussion with other departments and a submission to Ministers will be necessary. Secondly, we should consider the question confidentially in the context of the paper on the future. We also need to look at the allied question of Evacuation Plans for Hong Kong.

e) ECGD:

We may need to encourage a submission to Ministers (not FCO) on cover for Castle Peak 'B' after the DOI/ECGD visit to Hong Kong in late November. Close liaison necessary with DOI.
