Background

The severs overloading of the Cross-Harbour Tunnel during much of the day has moved the Hong Kong Goverment to order a study into various alternatives for improving and

augmenting the existing links between Hong Kong Island and Kowloon. The study was

recently awarded, against strong competition, to UK consultants Mott Hay and Anderson

together with the US firm of Wilbur Smith and Assoc. The Department has agreed to

lend a specialist engineer to the consultants for the study and there is some evidence that this influenced the award of the study.

2. Options to be studied include:

a. Bridges between Lai Chi Koh in Kowloon, Green Island and Stonecutters Island;

a tunnel between Hong Kong central area to either Tai Kok Tsui, Yaumatei, Sham Shui Po or Tsim Sha Tsui;

C. an increase in cross harbour ferry services to divert traffic from existing

tunnel;

a.

a bridge spanning Lei Hun Pass;

e.

increasing the throughput of the existing tunnel;

double-decking the existing tunnel.

3, There has been some delay in getting the study underway because of a problem in obtaining traffic forecasts from Scott, Wilson and Kirkpatrick the consultants

for the Cross Harbour Tunnel Co.
