So far as carriage of goods to Iran is concerned, cross trades should be excluded from the scope of sanctions.
Policing of the sanctions provisions would be by random sampling of exporters who declare their goods to be exempt because pursuant to existing contracts. Customs and Excise could provide the documents provided in justification of such declarations but could not provide the resources needed to scrutinise documents and judge whether they consititute valid contracts.
The DHSS representative undertook to study the
lists drawn up by the E C presidency of products which an be used, or recognised as being solely or mainly for medical purposes.
Ministers might decide to diverge from the Naples
agreement, especially if other E C Countries were not prepared to disclose their intentions in regard to applying sanctions.
It would be impracticable to include provisions
relating to ships being registered in Iran.
Trans-shipment would be very difficult to control
and should not be included.
News gathering should be excluded from the
sanctions provisions.
It was decided that the draft Orders would be revised in the light of the discussion. following day.
