Section III Consultative Council
Article 43
The Consultative Council shall be presided over by the Governor or
his substitute, or any Councillor delegated by the Governor.
Article 44.
1) The Consultative Council shall consist of 5 elected members, 3 official
members and 2 appointed members. The term of office is 3 years.
2) The method of electing Consultative Council members and organisations concerned
are as follows:-
a.2 from amongst the members of the territory's executive organisations
b.1 representative of moral, cultural and welfare organisations.
c. 2 to be elected from leading organisations of the economic community.
3) Official Councillors
ba.The Administrative Secretary in charge of the Home Affairs Department, or
in his absence, the Director of Home Affairs.
b.Attorney General.
: c. Director of Finance.
4) The Governor shall appoint citizens of repute and with expertise as
Appointed Councillors for a term of three years.
5) During the election of Elected Councillors, the same number of Reserve
Councillors shall also be elected.
Article 45
1) In case of absence or inability to attend meetings by the Official Councillors,
they shall be replaced by their statutory substitutes. ·
2) The power to designate substitutes for Appointed Councillors is vested
with the Governor.
Articlo 46
All the Councillors shall be accorded with the same prerogative and
privilege as those for the Legislative Councillors.
Article 47
1) The method and date of election shall be stipulated by orders from the
