Article 41

1)

When the law decreed by the Republic Authorities is contradictory to the

law decreed by Macau's legislature, the former shall prevail provided that the

subject matter is not one which concerns only Macau's legislature. The

administration and the court of law can only enforce the former.

2) The preceding clause shall not be applicable where control over certain

matters is specifically transferred to the local legislature under this law.

illegal, the court may make a declaration as regards their illegality.

Article 42

The Standing Orders of the Legislative Council shall provide for :-

· a. The formation and terms of reference of the Legislative Council Standing

Committee.

b. Formation of necessary Committees.

c. Voting system.

d. The advance notice required for before items on agenda to be discussed.

e. The conditions for the submission of any proposal and draft of law and the

time allowed for discussion.
