in relevant regulations the principles of budgeting to be followed by

departments to whom no specific amount has been voted for their expenditure under the laws or existing contracts.

p. To examine the territory's statements of account of each financial year,

for which an auditor's certificate and report and other essential data for

reference should be prepared by a competent court.

q. To permit the Governor to borrow money according to law and to undertake other

credits activities, including the furnishing of guarantee under conditions

mentioned in Article 63.

r. To supervise the activities of the Covernor and the Government.

s. To vote on any "no confidence" proposal on the Government.

The proposal

should contain detailed reasons and should be notified to the President of

the Republic and the Governor at once.

t. To comment on and suggest amendments to the territory's articles of constitution.

u. To examine and verify the power of the Councillors; to elect a standing committee

and to make internal standing orders and rules for its control.

v. To express opinions on the situation referred to on (3) of Article 3 and (1)d

of Article 11.

x. To elect 3 Councillors to join the Higher Security Committee

2.To advice on all matters concerning the territory either voluntarily or on

the instructions of the Republican Government or the Governor.

2) The Legislative Council alone has the power to deal with the matters referred to

in (a) to (p), (t) and (u).
