Organisation

Article 21

1) The Legislative Council is composed of 17 members nominated from among those

citizens who have the right to vote in the following manner :-

a. Five are appointed by the Governor from among popular members of the

local community;

b. Six are elected by means of direct and public poll; and

c. Six are elected by means of indirect suffrage.

2) A Chairman and a Vice-Chairman are elected by the members themselves by z

secret ballot. The Chairman may entrust the Vice-Chairman with the chair and

in the absence of the Chairman, the Vice-Chairman will automatically take the chair.

3) Candidates in the direct and public poll have first to be nominated by a

recommending committee or through local civic organisations.

4) The purpose of holding an indirect suffrage is to ensure that the moral,

cultural, welfare and economic circles are duly represented.

5) The Macau Government is responsible for, by means of legislation, laying

down rules and procedures for the election of members of the Legislative Council

for registering the voters and ascertaining their elegibility and for fixing the

date of elections.

Article 22

1) The tenure of office of a Councillor is three years from the date of the first

meeting of the Council and will not be renewable.

2) Within 60 days of the creation of a vacant seat, a new Councillor is to be

selected to fill it either by appointment or by means of holding a by-election,

unless the tenure of the vancant seat expires during that period.

3) A Councillor selected to fill a vacancy in the manner described above shall hold

office until the end of the three-year period.

Article 23

1) The local law court is responsible for counting the ballots and for announcing

the result of the elections.
