In the exercise of his administrative power, the Governor shall ensure that
the orders issued by him are published in the Government Gazette, and,
depending on their nature, his instructuions shall also be published if necessary.
Article 16
1).
There shall not be more than 6 Secretaries of Administration.
nominated by the Governor and appointed by the President of the Republic. The
powers of their office shall be conferred upon them by the Governor.
They are

2) In the scale of civil service, the Secretaries of Administration shall be
on a rank equivalent to that of Deputy Ministers of the Republic.
3) When the Governor suspends the powers of a Secretary of Administration, he
shall continue to discharge his duty until there is a replacement.
4) A Secretary of Administration shall have the responsibility of exercising
the administrative powers delegated to him by an order of the Governor.
Article 17
:
During the terms of office, the Governor and the Secretaries of Administration may not concurrently take up other public post or engage in
activities of outside work.
Article 18
1) The activities which are not within the scope of the constitutional law and which are initiated by the Governor and the Secretaries for Administration may
be cancelled, amended or caused to cease by themselves.
2) The activities relating to the constitutional law may also be cancelled, amended or caused to cease by themselves, but such action shall be taken during the period of making a representation as prescribed by the law or prior to the making of such representation if the reasons are solely based on the fact that
they are illegal in nature.
