Apart from his representative capacity in general as prescribed in Article 3,

the Governor has the following additional powers :-

a. To represent the territory in respect of internal relations but other person

may be appointed by law to discharge certain functions;

b. to sign law and orders and to promulgate the same;

c. to be responsible for the peace and order of the territory;

d. to take the necessary measures to restore peace and order on the advice of

the Higher Security Committee if public security of any place in the territory

of Macau has been endangered or may be endangered. Such measures shall, if

necessary, include the restriction on individual freedom and guarantee and

absolute or partial tormination of guarantee for constitutional law.

The

advice of the Legislative Council must first be sought and the President of

the Republic must be notified forwith whenever it is possible.

2) Legal document that requires the signature of the Governor, shall be

regarded in law as non-existent if it is not signed.

Article 12

1) The powers to deal with the external security of the territory shall be

vested in the President of the Republic.

2) The powers as prescribed above may be delegated.

Article 13

1) The legislative power including all the matters of special interest to the

an

territory shall be exercised in/order by the Governor and not by the sovereignty

body of the Republic or the Legislative Council.

2) When approval is granted by the Legislative Council or when the Legislative

Council is disalved, the legislative power shall be in the possession of the

Covernor.

Article 14

1) A provision which takes effect by way of an enactment but without being expressly specified for its continuous effect, may not be put into operation for

more than once, provided that it may be put into partial operation.
