Under Sub-sections 1 and 2 of Section 6 of the National Foundamental
Legislation No. 5/75 of 14th March, I promulgate the following by order of the
Revolutionary Committee for the purposes of the National Fundamental Legislation.
Constitution of the Organisation of Macau.
Chapter I Preliminary
Article 1
The territory of Macau shall comprise Kacau
God and the two islands of Taipa and Coloane.
Article 2

which people shall have civil rights, and save as is provided otherwise in

Article 3
1) With the exception of the courts of law, the sovereignty of the Republic in
this territory shall be represented by the Governor.
2) The powers to deal with matters relating to foreign relations, international
agreement or conventions and the powers to represent Macau shall be vested in the
President. He may delegate to the Governor the power to handle matters concerning
the territory only.
3) Before delegation of power to implement any international agreement or
convention in the territory as provided in the preceding clause, the advice of
the local government must first be sought.
